After it turns on the fan kicks on very low (doesn't spind like its working) and there's no display at all. First of all, nobody has tried to fix it before. When you hit the power button, the green light turns on, the blue light blinks once and it makes three beeping sounds. Then it turns off. I know that the blue light means a disk reading error, but i don't know if it's fixable or not, and i don't want to spend money on something i can't fix.

Sounds like it could be the PSU. 2000 series slims have what's known as the NEC Tokin capacitors, which are known to have problems sending power to the console over years of constant usage.
Incase it still refuses to boot, take a look at this schematic, the connector at top right is the tiny white one from the PSU, and the circuit at bottom is the switch board. In standby the PSU gives 5VSB (that goes to the switch board too), and when the console is fully powered ON the 2 "prongs" of the PSU gives 12v.
